Ideological

Ideological area of activity includes:

1)     Organization of events, exhibitions, round tables, expert conferences;

2)     Organization of educational programs in cooperation with higher education institutions in order to prepare and retrain specialists for development of regional and municipal infrastructure with implementation of PPP mechanisms;

3)     Organization of regional/interregional exhibitions and conferences for municipal, regional, federal and international PPP specialists;

4)     Providing information about regional development via mass media;

5)     Cooperation with academia in order to develop a common conceptual position;

6)     Development, publication and promotion of PPP-oriented research papers in order to implement and develop these mechanisms in the regions (municipalities).

The Center holds round tables, expert meetings and initiates deputy hearings, educational seminars and programs on PPP. 

In 2009-2010, the Center conducted a range of theme events in partnership with the Ministry of Economic Development and the Ministry of Regional Development of Russia.

The Center regularly conducts educational activities independently, or in cooperation with leading universities in Russia. For instance, in 2009 a seminar on public-private partnership for youth reserve of the Government of Moscow and open seminar on “PPP as a booster of economic growth” took place in Moscow State University and were attended by more than 80 participants.

From October 11 till October 16, 2010, the Center jointly with the Graduate School of Public Administration of the Moscow State University ran an innovative educational program for advanced training with specialization in “Implementation of infrastructural projects on the basis of the mechanisms of public-private partnership”. The program focused on studies of Russian and international practice of preparation and implementation of PPP projects. The legal base, first federal and regional PPP projects, informational systems and technologies in planning and implementation of the PPP projects as well as other issues were studied. The Center provided more than 20 practicing experts to lead the program for 45 members of regional administrations, municipalities and business structures from 20 regions of Russia, as well as Ukraine and Kazakhstan.

In 2011 the Center jointly with MGIMO-University has established the department of Economic policy and public-private partnership of Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of the Russian Federation. Scholars, researchers and practicing professionals experienced in implementation of PPP projects in both Russia and abroad are engaged in the department’s work. Within the framework of cooperation between the Center and Moscow State Institute of International Relations (MGIMO) general education programs have been planned. The programs are aimed at preparation and retraining of specialists for development of regional and municipal infrastructure with application of PPP mechanisms, including workshops, advanced training programs, MBA in the sphere of PPP and international investment and others.

 

Legislative

Legislative direction includes:

1)     Participation of experts in preparation and adoption of a regional legislative framework for PPP projects implementation.

2)     Public hearings of regional laws, regulating the use of PPP arrangements.

3)     Interaction with regional offices of the social and political parties and business associations.

4)     Monitoring changes, innovation in federal legislation, participation in the formulation of the amendments and additions to the Federal law.

The Center participates in the development of regional legislative framework in order to enhance investment attractiveness of the regions. Regional PPP legislation has been already assessed in Nizhny Novgorod, Lipetsk, Leningrad and Voronezh regions.

Project

The main task of the Center is to launchinfrastructure  pilot projects in the on the basis of PPP. 

For this purpose The Center has built partnership ties with leading Russian and foreign infrastructure investors - EBRD, IFC, Vnesheconombank, VTB Capital, VTB Project Management, Gazprombank, Sberbank etc.

Also, the Center has been working with leading consultants to prepare and implement projects (KPMG, Freshfields Bruсkhaus Deringer, Deloitte, Ernst&Young).
